COMMON POSTER AREA


Republic Act No.9006 otherwise known as the Fair Election Act provides in Section 9 that, “The COMELEC may authorize political parties and party-list groups to erect common poster areas for their candidates in not more than ten (10) public places such as plazas, markets, barangay centers and the like, wherein candidates can post, display or exhibit election propaganda: Provided, That the size of the poster areas shall not exceed twelve (12) by sixteen (16) feet or its equivalent.

Gun Ban Basic Information 2016 Elections

As defined under the Rule I, Section I of the COMELEC Resolution No. 10015 dated 13 November 2015, the Committee on the Ban on Firearms and Security Personnel (CBFSP) refers to the Committee created by the Commission to implement the law/s and rules on the ban on the bearing, carrying or transporting of Firearms and other Deadly Weapons, and the employment, availment or engagement of security personnel or bodyguards during the Election Period. The CBSFP will exercise operational control and supervision over the Regional Joint Security Control Centers (RJSCCs) and the Provincial Joint Security Control Center (PJSCCs), and City or Municipal Joint Security Control Centers (C/MJSCCs).

The Commission, through the CBFSP, has the sole and exclusive power to issue Certificates of Authority (CA). It shall be assisted by a Secretariat composed of representatives from the Commission, the AFP and the PNP. The Secretariat shall be headed by a Senior Officer of the Commission.

Online Political Campaign

Once the campaign starts on February 12, 2013 the Commission on Elections will regulate and monitor online political advertisement or political campaigning that appears in internet websites, blogging sites, and micro-blogging sites. This new online election propaganda feature is provided in Resolution No. 9615 issued last January 15, 2013, the Rules and Regulations implementing Republic Act No. 9006 known as the Fair Election Act, relative to May 13, 2013 Automated Synchronized National and Local Elections.

News report that Comelec Chairman, Hon. Juan Andres D. Bautista said that the Comelec is setting as initial activity the base code review of OMR source code this coming month of October 15, 2015. Commissioner Robert Lim further explained that the base code “is the basic source code” of a program. This is the code that hasn’t been customized to comply with Philippine election laws.

OCCASIONS when institutions and pillars of our public life are brought together in one case before the high court are rare. We should treasure them as an opportunity for our citizenry to learn and understand the workings of our constitutional democracy.
In that light, we welcome the order issued by the Supreme Court to the Commission on Elections (COMELEC) to comment on the petitions filed by citizen groups, which seek to nullify the poll body’s holding of public biddings for the update and repair of voting machines for the 2016 elections. This case offers one glimmer of hope that sanity, order and legality can be made to prevail in the conduct of next year’s balloting.

COMELEC OKs bidding for PCOS refurbishment and purchase of more than 100k units of optical mark readers

 The Commission on Elections (COMELEC), in Minute Resolution No. 15-0355, has ruled to approve the conduct of a simultaneous bidding for the refurbishment of existing Precinct Count Optical Scan (PCOS) machines and for the procurement, with option to purchase, of more than one hundred thousand units of optical mark readers (OMRs).

VOTER'S VALIDATION UPDATE - Updated

Relative to the continuing Registration and Validation of Voters conducted by the Commission on Elections from May 1, 2014 that will last on October 31, 2015 we would like to inform the voting public, specifically, the Municipality of Odiongan, Province of Romblon, the result of such activity.
As of August 15, 2015 out of 26,782 registered voters on record 82.35% (percent) or 22,877 has validated or with biometric data captured and 4,527 or 16.5% (percent) without biometric data or has not yet submitted themselves for biometric data capture.
For details, published herewith are data per barangay for the number of those voter who has NO biometric data as of to date.
