2013 BARANGAY & SK ELECTIONS

   Talking about the Barangay and SK Elections! Well, again there are words in circulation for its postponement. Why? As recently elected politician opines, it would entail additional expenditures for they have to return back the support given to them during the last election by the would be barangay candidates! Plausible indeed! But isn't Barangay and SK elections a non-partisan in nature and character? Really? Why worry for the expenditures?
     With this a lot of question arises. "Will the 2013 Barangay and SK Election be pushed through or not?" Republic Act No. 9164, Sec. 1 provides that, "Subsequent synchronized barangay and sangguniang kabataan elections shall be held on the last Monday of October and every three (3) years thereafter." Unless otherwise this law has been amended then truly we should not be talking about 2013 Barangay and SK Elections. But to date no amendments has been passed by the legislature. With remaining three (3) months is it possible for the legislature to enact an amendment law without the approval of President Benigno "Noynoy" Aquino who has voiced out that he is not in favor of  the postponement of the barangay elections?
     At this early, as mandated, the Commission on Elections is in preparation for this electoral exercise. Spokesperson James Jimenez twitted that registration of voters may resume this coming month of July 2013. The National Statistics Office was also directed to provide the COMELEC the National List of Deceased Persons of Voting Age to weed out the National List of Voters of deceased registered voters.
      For those who ask for the three-term limits of barangay officials, sorry for those who has served for three (3) consecutive term. Rep. Act No. 9164, Sec.  2, clearly declares that "No barangay elective official shall serve for more than three (3) consecutive terms in the same position."
   About Sangguniang Kabataan please be advised that, "An elective official of the sangguniang kabataan must be a Filipino citizen, a qualified voter of the katipunan ng kabataan, a resident of the barangay for at least one (1) year immediately prior to election, at least fifteen (15) years but less than eighteen (18) years of age on the day of the election, able to read and write Filipino, English, or the local dialect, and must not have been convicted of any crime involving moral turpitude."
       "The katipunan ng kabataan shall be composed of Filipino citizens actually residing in the barangay for at least six (6) months, who are fifteen (15) but less than eighteen (18) years of age on the day of the election, and who are duly registered in the list of the sangguniang kabataan."

  1. Go for the election, lawmakers don't have the rights to steal that rights to the people, it is a mandate. Congressmen like TRENAS, RUFUS, SALLIMAN are TRAPOS, they just care for their own.

Absolutely right Ed, as one Editorial puts it "Rescheduling an important political exercise needs to be well studied, which means that it should better be discussed at length by the next Congress. “At length” does not mean only a few months." Anyway, Commission on Elections is now in preparation for the October 28, 2013 Barangay & SK Elections. Published here is the Calendar of Activities.

  2. I am for the abolition of Sangguniang Kabataan dahil hindi personal choice ng mga bata yan. Magulang ang karaniwang nagpupush ng idea sa mga bata para kumandidato dahil sa pera. At pinagmumulan lang ng kagalitan. Sa katunayan sa aming bayan, registration pa lang may nagsuntukan nang mga magulang which is hindi magandang halimbawa sa mga kabataan.Imbes na matuto ang mga bata ng tamang pamumuno, pangungurakot ang natututunan nila. Magtaka pa ba tayo kung bakit maraming politikong corrupt? Nasimulan kasi sa pagkabata pa lang.

VOTERS' PLEDGE

I am a Responsible and Principled Citizen.

I will educate myself and others about the issues at hand so that my vote is a meaningful and relevant exercise of my right of suffrage.

I pledge to vote for candidates who will abide by the duly constituted rules on campaigning because I understand that those who refuse to obey the law in the little things are not likely to obey the law in the more important things;

I pledge to vote for candidates who, by word and action, renounce violence, coercion, vote-buying, and corruption as means for getting elected;

I pledge to vote for the candidates who listen to their constituents and are responsive to the needs and aspirations of those they seek to represent;

I pledge to vote as my conscience dictates in all elections.
